It's because becoming a Warlock would qualify as some level of success. When a negro kid does well at his Warlock studies his peers bring him down or his parents shout "you think youre better than me because you can cast spells?" and be subsequently beaten back into ignorance.
Being a Warlock would mean leaving the ghetto. Nobody escapes the ghetto.
